E-care is a service that helps the elderly, disabled and chronically ill maintain their independence and provides more security when living at home. Since 1 July 2025, it has been included in the rights of mandatory long-term care insurance, so it is free of charge for beneficiaries. Telekom Slovenije, as the national provider, ensures that the service operates 24 hours a day, every day of the year.
Falls and sudden health complications are common among the elderly, especially if they live alone or do not have relatives in close proximity. People with disabilities and chronic illnesses also face similar challenges in living independently. In such situations, the speed of assistance is crucial - it can prevent more serious consequences. Service E-care ensures that the user is never completely alone – even when the danger is greatest.
Falls are one of the biggest health challenges in old age, and according to some analyses, the mortality rate from falls among the elderly in Slovenia is higher than in some other countries. At the same time, nursing homes are becoming increasingly overcrowded. This makes it all the more important that people can remain in their own homes, but live safer and with more support - an option that is invaluable for many.
What does E-care bring?
E-care is intended for people who want to stay at home but need additional security and the feeling that help is available immediately. Most often, these are the elderly, disabled and chronically ill who do not have family members with them for part of the day.
It is easy to use. The user wears a pendant or bracelet with an emergency call button. If a fall occurs, sudden weakness or other problems occur, one press of the button is enough. The device is connected to an assistance center. In the event of a fall, a call for help is automatically triggered via the pendant on the chain, without pressing a button.
When the system detects an alarm, a connection is established with trained staff, who are available 24/7. The staff checks what is happening and, if necessary, organizes assistance - from checking the condition and talking to the person, to coming to the home or emergency medical assistance. Relatives are also informed in the event of more serious events, giving them an additional sense of peace.

E-care is delivering extremely convincing results. In the two-year national E-care remote project, almost 60 thousand alarms were triggered, more than 5,500 home care visits were made and more than 600 emergency medical interventions were performed. The project enabled many users to stay in their homes longer, and prevented many from being hospitalized or moving to a nursing home prematurely.
As many as 98 percent of surveyed users report that they feel significantly safer at home with E-care - a result that clearly demonstrates the importance and effectiveness of this service*.
“The project was successfully implemented. Experience and high user satisfaction confirm that E-care is a very necessary and useful service in Slovenia as well. By providing free E-care for all beneficiaries, we have laid the systemic foundations in Slovenia for major progress in home care and improving the safety and quality of life of the elderly in their home environment. According to data from the World Health Organization, in Slovenia, compared to European Union countries, mortality due to falls in people over 65 years of age is 2.5 times higher. We believe that with E-care for all beneficiaries, we at Telekom Slovenije will improve the quality and safety of life in their home environment. Slovenia will thus reduce the gap behind developed countries, where E-care is provided to an average of around ten percent of the population over 65 years of age,” he said Peter Pustatičnik, Head of the Remote E-Care Project and Head of E-Health at Telekom Slovenije.
How to get the free E-care service
1. Submitting an application to the CSD
- To be included in the E-care service, a decision from the Social Work Center (CSD) is first required. Forms are available on the CSD website, in Telekom centers across Slovenia and from ZDUS volunteers. Beneficiaries submit them at the nearest CSD Application for exercising rights to long-term care.
- Simplified procedure for those over 80 years of age – if a person only needs E-care, the procedure is significantly simpler and faster, without assessment and without a medical opinion. In this case, only the Application for Exercising the Right to E-Care is completed, on the basis of which the CSD issues a decision.
2. Sending the decision to Telekom Slovenije
When you receive the decision from the Central Data Protection Authority, send it to Telekom Slovenije:
- by mail to the address: Telekom Slovenia, dd, Cigaletova 15, 1000 Ljubljana (with the note “E-supply”) – please add contact phone numberso that they can arrange with you to connect the service.
- You can submit it at all Telekom Slovenije points of sale.
- They are also available by email: eoskrba@telekom.si.
Renewal for existing users
Users who were included in the E-remote care project can continue to use the service free of charge - until December 31, 2026 or until a new decision is issued by the Central Health Service (whichever comes first).
The contracts that they received at home must be signed and returned to Telekom Slovenije as soon as possible. If anyone has lost the contract or has not received it, they can call 080 12 13 and receives a new copy.

Telekom Slovenije has established a new E-Supply information point on Čopova ulica in Ljubljana, where visitors can try out the service in person. At the same time, they also offer advice and testing of the E-Supply service in all Telekom centers across Slovenia. Safe at home with Telekom Slovenije
