Repairing roads and streets is expensive, the local authorities of the Primorski district in Russia's St. Therefore, Petersburg found it cheaper to tackle infrastructure repairs with the help of Photoshop and hire a graphic designer instead of a construction company. But the population quickly realized that the authorities used a trick when repairing the footpath, which was 'invented' by Grigory Aleksandrovich Potemkin, who had the scenery of villages erected on the devastated and recently conquered territories along the banks of the Dnieper River during Catherine the Great's visit, in order to raised the importance of the newly conquered territories. The story of the digital Potemkin village spread like wildfire across Russia.
