You probably don't need any special explanation why texting and 'scratching' on your phone while driving is a very, very bad idea. And Apple is aware of this. In iOS 11, coming this fall, there will be a feature where your iPhone will not allow you to drive and use your phone at the same time.
Every time your iPhone is in the car connected via Bluetooth or cable, the system will automatically withheld all notifications. If you receive a message during this time, you will have the option to set up on your iPhone automatic message, which will inform the person on the other end that you are currently driving and thus cannot attend to his or her message.
It will be, among other things screen locked too, so that it will not be possible to use other distracting applications. If you will on the passenger seat, then you will have the option to unlock.

A few applications will of course be an exception. Such as for example maps and Apple CarPlay, that allow you to hear and respond to text messages.
