Approximately 70 percent of Slovenians live in their own houses, and they will definitely have no problem installing a domestic charging station. What about the other 30 percent of us who live in shared residential buildings - blocks of flats?! So those in city neighborhoods. So how do you get to a "home" charging station for an electric car in a shared residential building, a block in the vernacular.

Soon many of us will be looking for an "electric socket" for our car! Therefore, it is necessary to prepare customers in shared housing facilities for this indisputable fact and to start preparing legally formal bases and procedures that allow residents to install their own charging station or to plan shared charging points in the facility's shared parking lots. In these facilities, it will be necessary to adopt investment plans, increase reserve funds and solve things pragmatically.
Of course, everything will be easier in newer buildings that have guaranteed private parking spaces. In the context of such facilities, things can also be regulated by a resolution adopted by the residents that the owners of parking spaces are allowed to professionally install their own charging stations for electric cars.
Example: A newer residential building, 11 years old, in which 20 customers live. Each customer has their own parking space in the garage, which is not equipped with electricity. For some customers, we also have outside parking spaces, in front of the facility, which are owned.
On the proposal of the manager, the residents' assembly adopts a decision that every customer is allowed to install an electric charging station in the building, if they adhere to the standards set by the decision.
Such suggestions are usually always accepted, because in a way everyone is also voting for their future filling station. For if we were to ask consent only for ourselves, it is a great question whether we would get it.
The housing association should therefore adopt a resolution with the following assumptions:
First time. This type of intervention will always be carried out by an authorized contractor or a company that deals with this type of installation and has experience in the implementation of domestic charging stations for electric vehicles. The administrator is informed about the implementation, the time frame and the contractor, who approves the implementation in writing.
Second time. After installation, a test of the charging station and the charging infrastructure (network) is carried out, and a certificate of measurement of the adequacy of the installations is issued as part of the documentation that the manager must receive after the work has been completed. The administrator also receives an invoice as proof of professionally completed installation and a certificate of measurement of network adequacy.
Third time. All maintenance, dismantling and the rest are the cost of the owner. Also during possible renovations or reconstructions of the building. So the cost is never the cost of the community, but of the owner of the electric charging station.
Of course, in multi-apartment buildings, charging stations can also be shared and used by several residents at the same time, and the cost is then divided by user on the manager's account. However, this is more often than not an issue for facilities where things are not primarily resolved in such a way that residents have their own parking spaces. In these cases, facility managers will have to start looking for possibilities with the municipality, customers and providers of such solutions to provide electrification for ¼ of the parking spaces and thus the possibility of charging. In principle, this quota should be sufficient so that, with good organization and compliance with the rules, everyone could charge their vehicles in the yard in front of the block or multi-apartment building.
